Born in Jonquière, Québec, Colonel André Boucher joined the Canadian Forces in 1982 through the Regular Officer Training Plan. He obtained a Bachelor degree in Computer Science from the Collège militaire royal de St-Jean and was commissioned in May 1987. The following year, he completed his Communication and Electronics Engineering training in Kingston, Ontario and proceeded to his first assignment in National Defence Headquarters.
Between 1988 and 1997, Colonel Boucher served as Project Engineer and Project Manager on multiple system expansions for CF Training System institutions, as well as development of new command and control systems. Promoted to major in 1997, he led the Joint Command, Control and Intelligence System capital project. In 1999, he was appointed as the Telecommunication and Information Systems Officer in 3 Wing Bagotville. During that period, he participated in Op Echo as the Executive Officer of Task Force Aviano in Vicenza, Italy. Promoted lieutenant-colonel in 2002, he was assigned to the Alliance Ground Surveillance programme office in NATO Headquarters, Brussels as an Acquisition Specialist. In 2005, he assumed leadership of the Acquisition Division.
In July 2006, Colonel Boucher took command of the Logistics and Engineering division at 3 Wing Bagotville. During his first year, he was deployed to Bosnia-Herzegovina to command Task Force Balkans and its Operations Bronze and Boreas. In 2009, he was transferred to Canadian Forces Station Leitrim to command the Canadian Forces Network Operations Center. Promoted in 2010, he was assigned to his current position in NORAD/USNORTHCOM Headquarters as Division Chief, Mission Systems.
Colonel Boucher has a Master degree in Computer Engineering from the Royal Military College in Kingston. He attended the Command and Staff Course and obtained a Master in Defence Study from the Canadian Forces College in Toronto. He also holds the Project Management Professional certification from the «Project Management Institute».
Colonel Boucher and his wife Suzie have three children, Alexandre, Nicolas and Emilie.
